This is especially important where two industrial areas would join together - I would have trouble using my approach in C3, because two connected industrial areas would lead to industries losing worker access and gatehouses look cheesy and take up a lot of space. Wherever each of my blocks connects with another, I always put in a roadblock, to keep each block's labor access self-contained. However, I probably rely on roadblocks even more heavily though, since I'm not swift enought to cope with unconnected cities as some are growing proficient at. This allows my service walkers to roam into industrial areas, but it's not too big of a deal and, with probably a few redundant service buildings, I don't have problems with losing service access.
